To enhance the quality and accessibility of healthcare in Afghanistan, ASMO is focused on strengthening the capacity of both public and private health providers, leveraging innovative e-health solutions, improving healthcare infrastructure, and enhancing overall service delivery.

Enhance Health Providers' Capacity

ASMO aims to strengthen public and private health providers by implementing comprehensive in-service training programs focused on maternal, newborn, child, and adolescent health, nutrition, and communicable diseases. These training sessions will be competency-based and incorporate simulation and mentorship to enhance skills. ASMO will establish clinical mentorship systems for ongoing support and provide decision-support tools to enable timely, evidence-based clinical decisions. To improve provider retention, ASMO will introduce incentives such as career advancement opportunities and mental health support through peer networks and counseling.

E-Health Development

ASMO plans to implement integrated eHealth programs to improve healthcare access, especially for underserved populations. The eHealth platform will include a Physician Telemedicine and EMR system, a Provider Referral application, and a Midwife Assist application. This platform will facilitate remote medical services, enable secure referrals and records management, and empower community midwives to offer quality care. The goal is to create a sustainable eHealth ecosystem that enhances patient outcomes and accessibility across all healthcare levels.

To improve healthcare delivery, ASMO will strengthen both the physical and operational infrastructure of health facilities through co-investment models. Key initiatives include upgrading facility readiness with essential equipment, enhancing logistics and supply chains to reduce stockouts, improving digital connectivity for better data management, and creating client-friendly spaces. These improvements aim to increase the quality and accessibility of health services, particularly for women and youth.

ASMO is committed to enhancing health service quality by institutionalizing clinical mentorship and offering capacity-building programs for healthcare providers. Quality improvement standards will be implemented across facilities, focusing on clinical and non-clinical capacities. ASMO will conduct regular supervision and utilize simulation tools to maintain clinical skills. Additionally, targeted financial support for small infrastructure enhancements at health facilities will ensure comprehensive service delivery and improved patient outcomes.
